Fiscal Report: City Council Bill 17-0102 Complete Streets

Abstract

A complete street is one designed to meet the multimodal transportation needs of a community. The design jointly considers the priorities of pedestrians, bicyclists, motorists, and public transit riders. Community needs may include economic, health, equity and safety goals or concerns. This report provides a fiscal analysis of Baltimore’s 2017 bill to establish a “Complete Streets” design manual.
